GROUND
WATER:-
There was a provision to install 70 piezometer bore
wells in the state under GW component to assess the
GW quality and quantity, which was subsequently revised
to 80 during the Project Mid Term Review held in Oct.,09.
Accordingly 80 borewells were drilled in the valley
areas and digital water level recorders (DWLR) have
been installed on 10 bore wells. The GW data from
10 DWLR sites has started flowing in from Jan., 2010.
Pre and post monsoon monitoring is being done manually
for the remaining bore wells till balance DWLRs are
procured. |

|
WATER
QUALITY:-
Under this component there is a provision of setting
up of 1 level II+, 2 level II and 12 level I water
quality labs. Level I labs have facilities for testing
of physical parameters, Level II for physical, chemical
and bacteriological parameters and Level II+ labs
are equipped with facilities for testing of heavy
metals & pesticides/insecticides, in addition
.
Besides the laboratory equipment for these labs ,
new buildings for level II+, level II and 6 level
I labs has also been approved under HP-II. Construction
of level II+ lab building is proposed at Shimla in
the same building which houses the office of Executive
Engineer, Hydrology Construction & Maintenance
Division. Building construction work of level II labs
has been completed at Mandi and Dharamshala. Level
I Lab building at Rampur has been completed and work
is in progress for construction of 4 level I labs
at Baijnath, Nagrota Suriyan, Karsog and Nohradhar.
The lab equipment for 12 Nos. Level I labs has been
procured. Equipment for level II labs at Dharamshala
and Mandi has been procured and the labs have been
commissioned. |

PURPOSE
DRIVEN STUDIES (PDS):-
|
|
|
|
|
The following three PDS topics were
got approved by Central Screening Committee:
1. Impact of Sewerage Effluent on Drinking Water Sources
of Shimla City & Suggesting Ameliorative Measures.
2. Study of Impact of River / Khad Bed Mining On Water
Sources (Water Winning Structures) & Evolution
of Policy & Guidelines To Prevent Adverse Impact.
3. Study on Ground Water Quality Characteristic In
Industrial Predominant Areas Of H.P.
The study of “Impact of Sewerage Effluent on
Drinking Water Sources of Shimla City & Suggesting
Ameliorative Measures” is being carried out
by NIH, Roorkee under their component. Data collection,
sampling, testing and analysis work has almost been
completed by NIH. NIH has also conducted a 2 training
course on Water Quality under PDS at HIPA, Shimla.
For “Study of Ground Water Quality Characteristic
in Industrial Predominant Areas Of H.P” consultancy
services were awarded to PEC University of Technology,
Chandigarh. Work had accordingly begun. Site visits
have been completed for BBN and Mehatpur industrial
area and Inception report received from the consultant
was approved. Sampling of indentified borewells in
the study area is being carried out. To fill in data
gaps, drilling of 2 additional borewells was recommended
by the Consultants. Bids received for the same had
to be rejected as none of the bidders qualified the
bidding criteria. The same has been recalled.
Agreement has been signed with Department of Hydrology,
IIT, Roorkee for after receiving World’s Bank
No Objection for engaging them a consultant for “Study
of Impact of River / Khad Bed Mining On Water Sources
(Water Winning Structures) & Evolution of Policy
& Guidelines To Prevent Adverse Impact”
and site visit is being planned.

|
HYDROMETEOROLOGICAL
The hydrometorological network finalized for
the state comprises of existing stations of various
agencies and new stations to be installed under HP-II.
It includes 189 Rain gauge (RG), 17 Fully Climatic
Stations (FCS) and 45 Snow Gauges stations. 101 Standard
Rain Gauges, 22 Autographic Rain Gauges, 13 Automatic
(tipping bucket) RG, 6 FC ( including 2 Automatic
Weather Stations) and 16 Snow Gauge stations shall
be installed under this project as new stations/replacement
of existing defunct stations.
So far, 4 Fully Climatic Stations, 2 Automatic Weather
Stations, 50 Standard Rain gauge (SRG) and 25 Autographic/Automatic
Rain gauge (ARG) have been installed after finalization
of sites in joint inspection with IMD. Procurement
of remaining SRG and 13 Automatic Rain Gauges has
also been completed and the installation is in progress.
Working estimate has been approved for procurement
of 16 snow gauges based on the specifications adopted
by BBMB for HP-II.
The entry of hydro meteorological data received from
the Department of Land Record for the year 1961-1963,
1966-1968, 1971-1977, 1978-1979, 1990-1994 and 1995
to 2006 has been entered in Surface Water data Entry
System (SWDES) software. Data for the period 1980
to 1989 is being entered. Further, the current rainfall
data collected from IMD for the period June 2008 to
October 2010 has also been entered in the SWDES software.
Meteorological data generated under HP-II is being
received on fortnightly basis in the Hydrology Cell
since Nov., 2010 and entered in soft form.

|
DATA CENTRE
The data center network includes State
Data Centre (SDC) at Mandi, 8 Divisional Data Centers
(DDC) and 40 Sub divisional Data Centers (SDDC). It
also includes provision for construction of 1 SDC,
3 DDC and 12 SDDC buildings. Construction of 42 Section
Offices to support DDC/SDDC has also been approved
under the project.
The building work of SDC, Mandi has been completed.
The construction of 2 DDC buildings i.e. GWO,Una and
DDC, Nurpur has been completed and is in advance stages
at Palampur.
7 SDDC buildings at Kandaghat, Nalagarh, Dharampur,
Gumma, Una-II, Gagret and FP Amb have been completed.
The work is in progress for 5 SDDC buildings at Nagrota
Surian, Kanaid, Padhar, Banikhet and Nohradhar .
Out of 42 Section Office buildings, 23 stand completed
and work is in progress for remaining 19 buildings.
The computer hardware packages for 40 SDDC and 8 DDC
has been procured. A request was sent to Project Coordination
Secretariat/ Technical & Management Consultant
(TAMC) to assist the State in finalizing the IT system
architecture for the State Data Centre, DDCs and SDDCs.
The issue was discussed in the meeting with Expert
from TAMC in Nov., 2011 and the recommendation for
appropriate hardware and software is expected shortly.
The procurement of computer hardware and software
for SDC shall be made accordingly.

SURFACE WATER:-
The SW network finalized for the State comprises of
42 existing gauge/discharge stations of various agencies
and 35 new/existing defunct stations to be installed
under HP-II. The stations and the type of installation
have been finalized after joint inspection with CWC
officers.
26 Pygmy current meters , 8 propeller current meter
and 50 standard current meters have been procured
. 9 bridge outfits have been procured for identified
bridge sites. 14 manual bridge sites and 9 bridge
outfits sites can be made functional with the procured
equipment. There is a proposal to install Automatic
Water Level recorders (AWLR) cable bubbler type at
25 SW monitoring sites. The work has been awarded
in Nov., 2011 |

TRAINING OF OFFICIALS AND OFFICERS:-
So far 562 officers/ Officials have under gone various training under
Hydrology Project-II.
Major training initiatives undertaken during CFY are
as under:
a. The training on Water quality with assistance
of NIH, Roorkee was organized at HIPA, Shimla from
29 June to 1 July, 2010.
b. The training programme on Computer skills regarding
data handling over internet was organized at HIPA,
Shimla from 6th to 9th Sep., 2010.
c. A course on GIS was organized at HIPA, Shimla
from 27 to 30 Oct., 2010 in collaboration with ESRI,
India.
d. Training on Methods of Measurement of Discharge
on the G&D Stations over rivers was organized
in HIPA from 8-10 Dec., 2010 with faculty from River
Water Directorate, Central Water Commission, New Delhi.
e. A training on Hydromet Observer’s Course
was organized in HIPA from 6-24 Dec., 2010 with faculty
from Indian Meterological Deptt., New Delhi.
f. A training programme on computer skills regarding
Data handling over internet was organized at HIPA
w.e.f 16-19 Dec., 2010.
g. 13 participants from other deptts. i.e. forest
and Revenue were trained at IMD training Center New
Delhi.

STUDY TOURS:-
Study
tours were organised under the Project to find out
and analyse the developments in the other states where
HP II is under successful implementation. A study
tour of the states of Gujarat & Maharastra was
organised for multidisciplinary team of officers from
the stae in November 2007. The dedicated institutional
set up for HP II was created in July 2008 as per the
recommendations of the study tour report.
A
study tour of Andhra Pradesh & Karnatka was organised
in December 2008 for middle level and Junior level
officers associated with HP II in the state.
A
study tour to Kerala, Karnatka and Goa
was organised in October 2009. |
